When millions of people are caught up in the destruction of wars and natural disasters, the global community is swift to address the immediate needs of food, shelter, and water. But what happens later when the citizens in these areas attempt to rebuild their lives to return to normalcy? This discussion will focus on research on finding the operational balance between demands for speed and legal mandates in the delivery of restorative humanitarian aid.
